Nicky Linihan is a chartered town planner and member of the RTPI. She has over 30 years’ experience predominantly in the public sector including as a Chief Planning Officer.
She has extensive experience of working within complex/sensitive spatial scenarios operating across a range of political environments. Her experience includes planning and transport policy, economic development, partnership working and community engagement. In addition she has experience of developing and justifying investment and implementation plans and integrating corporate objectives with policy and delivery outputs.
She has operated at the regional, sub-regional, unitary, London borough and district levels in local government. She has also acted as a consultant planning inspector, provided critical friend support to local authorities on their housing requirements and has undertaken work for the Planning Advisory Service.
Nicky chaired the Local Housing Requirement Assessment Working Group, a collaborative group comprising a range of national organisations with an interest in planning for housing. She secured funding for the development of a practical toolkit which was made freely accessible to all to understand future housing requirements and co-wrote a Companion Guide to the toolkit. The toolkit was launched in the House of Lords and has previously been recognised by Local Plan Inspectors. The work of the Group can be viewed at www.howmanyhomes.org
More recently, Nicky acted as the interim Director of Planning for the Ebbsfleet Development Corporation during its set up phase and is currently providing project management and technical support to the London Borough of Richmond upon Thames.
She is the Planning Officer Society’s Topic Convenor for Housing (having previously covered Regeneration, Economic Development and Transport convenor activities) and is a Design Council/CABE Built Environment Expert.
