Review of development management service
Project management of improvement plan

Fortismere Associates was commissioned in 2012 to provide support for a review of the development management service and formulation of an action plan. This led to the establishment of a project board to oversee its implementation.

The aim was to develop a modern and up to date service – from pre-application, through the application process including Section 106 agreements and Community Infrastructure Levy (CIL), to post-application discharge of conditions, enforcement and monitoring. We are working towards delivering a service that is the best across all London boroughs.

In 2012 the service was at risk of being placed in special measures; the London Borough of Haringey is now a top performing authority for major applications.

Processes and procedures have been improved. In July 2014 a revised planning protocol was adopted by the Council, including the introduction of pre-application briefings for elected members and new public speaking arrangements at committee. This has been followed by the introduction in April 2015 of changes to the pre-application advice service.
