Troy Hayes is a chartered town planner in the UK and USA with over 10 years’ planning experience in the public, private, voluntary and research sectors. He has worked across the UK, including involvement in significant projects in London, Bedfordshire, Essex, Hampshire, Northamptonshire and Suffolk.

Troy has extensive experience of preparing Local Plans and Community Infrastructure Levy proposals for local authorities.

He has advised clients on a range of strategic projects including: development need and capacity assessments; neighbourhood plans; infrastructure delivery plans; Green Belt reviews; sustainability appraisals; masterplanning; urban extensions and new towns. Troy has also participated in several Local Plan examinations.

With Fortismere Associates, Troy has contributed to the preparation of the Epping Forest District Council Local Plan. He is also providing Planning Advisory Service direct support to local authorities.
